TIP OF THE SPEAR / THE BRIEF / ISSUE 005 · NOVEMBER 3, 2026 · EMERGING TECH

Good morning. If you sell an AI model to the Pentagon, your next contract is going to ask for paperwork you may not have on hand, plus a promise to answer any bias complaint within 15 business days.

Inside this issue:

  • The new AI rules

  • Lockheed's hypersonic order

  • Ramjet drone killer

01 / THE SIGNAL

The Pentagon's AI contracts now come with a 15-day clock

On October 20, the Pentagon's contracting policy chief, John Tenaglia, sent out a nine-page memo on buying "unbiased" AI. Every solicitation for a large language model should now ask for the developer's acceptable use policy, model card, user guidance and a way to report bad outputs.

Those documents become a material part of the contract.

Then there's the clock. When a complaint comes in, you get 15 business days to investigate and come back with a cause and a fix. Refuse to fix it and you can be terminated for default.

It doesn't stop at the prime. The requirement flows down to every subcontractor tier that develops or integrates the models. If you dropped someone else's model into your system, you now own a model card you've probably never read.

Now the money, because there's less of it than you'd think. The four frontier AI agreements signed in mid-2025 carry $200 million ceilings apiece. HigherGov's award data shows $56.6 million obligated across all four, about 7 cents on the dollar. Anthropic's has the least, $2.0 million, and the Pentagon has listed Anthropic as a supply chain risk since March.

GSA went the other way. Its new AI clause took effect October 19 and, after 75-plus public comments, swapped most of the ideological-neutrality language for "reasonable efforts" toward factual accuracy. Sell the same model to both and you may answer to two standards.

The DoW memo is also silent on national security systems, so expect each component to make its own call there.

If you hold an LLM contract or sub, pull your model card and acceptable use policy this week and name the person who owns the 15-day clock. Then check your option dates. OMB wants existing contracts modified before the next option is exercised, where practicable.

02 / MONEY MOVES: AWARDS AND CAPITAL

HYPERSONICS · Ceiling $694M · Obligated not disclosed · Production contract
Lockheed Martin · AGM-183A ARRW production

The Air Force finally has a hypersonic weapon in production. Lockheed's $694 million ARRW award was signed September 29, announced October 26, and the quantities are secret. The cash is the part to watch. FY2026 set aside $362 million for ARRW procurement, and the $452 million FY2027 request is stuck behind the CR. Same day, startup Castelion got the go-ahead to put its Blackbeard missile on the F-16, six months after the Navy signed it up for the F/A-18. ARRW · Blackbeard

COUNTER-UAS · Ceiling up to $60M (L3Harris) · Obligated not disclosed · Development, three vendors
L3Harris and Lockheed Martin · XRC drone interceptor

The Army is tired of shooting expensive missiles at cheap drones. It gave L3Harris up to $60 million on October 23 to flight-test its ramjet-powered XRC interceptor, then added Lockheed at $57.3 million on October 28. Northrop was already in, so three primes are now racing to build the cheaper shot. L3Harris · Lockheed · See our disclosures

SPACE · Ceiling $945.9M · Notice of intent, nothing obligated · Sole source
Boeing · Military satellite communications sustainment

Space Systems Command plans to hand Boeing up to $945.9 million, sole source, to keep Wideband Global SATCOM and other military satcom systems running. That's a $480.6 million five-year base plus a $465.3 million ten-year option, and nothing is awarded yet. If you can do a piece of this work, the notice is your window to say so. Source

CAPITAL · Series D · More than $150M · Advent International and Rochefort Asset Management
Firehawk · Rocket motor and missile plants

Firehawk raised more than $150 million on October 28 at a $1.4 billion valuation. It's building a rocket motor campus in Oklahoma and a missile integration plant in Mississippi. Rocket motors have been the bottleneck in missile production for years, so this is private money going exactly where the Pentagon keeps pointing. Raise · Valuation

Drone components · New Chinese licensing takes effect · Nov 18

China's new licensing on drone autopilots, engines, motors and propellers kicks in November 18. If your small-drone parts still come from Chinese suppliers, you've got 15 days to figure out which ones will need a license. Source · See our disclosures

PRO CUT · FROM FRIDAY'S SPEAR SIGNALS

ACT  EMERGING TECH · SOF software platform · Due Nov 5

SOCOM is building a contracting vehicle for its software platform. SOF AT&L posted a draft work statement on October 21 for an integrated platform-as-a-service vehicle near MacDill Air Force Base. The scope covers platform services, an integration facility, cloud-native engineering and the authority-to-operate support behind it. DefenseScoop reports it is meant to bring nontraditional vendors in across several SOCOM program offices.

Integrators and DevSecOps shops should answer the market research by November 5 (notice H9241527R0002, 4:00pm ET) and use the draft work statement to pick teammates.

06 / THE LAST WORD

Here's a question. If you sell an AI model to DoW, or build one into something you sell, has the new language shown up in a solicitation yet? And who on your team owns the 15-day clock? Hit reply. I read every one, and names stay out.
